Governments are necessary (A necessary evil, if you will).
Some are better for their citizens than others. Some have mechanisms to allow peaceful. positive change and some must be overthrown by force.
I doubt very much that Aia (Or any of us) can survive without some form of government.
"Center of existence" is a little too much, but government is here to stay.
I respect your desire to keep this conversation more global, but the fact is that we are the most influential (And powerful) government in existence, and the example we set is paramount.

I build my own, but it's very easy to get someone to build one for you, or buy a factory job to just about any spec.

There's a lot more detail, of course, but governments do have a useful and necessary function.
The current problems stem largely from an indifferent, uneducated electorate, a supine, venal congress and an incompetent president surrounded by advisers who are completely out of touch with us common folk.
Anarchy sucks, but we do have a history of revolution, and maybe it's time that the people take back the power.

XP does not detect SATA discs. If that's what you have, you'll need to install the SATA drivers with a floppy, and I suspect you don't have one.

The number of files on your HD makes no difference at all to the speed until the drive is nearly full.
External drives operate much more slowly than internal drives, so you'd see a noticeable slowing using your method.
Max out your RAM to get speed.
You could do that, but I think of my external drive as a backup. No file is safe on a hard drive, so two copies is better than one.
You're not really safe until you have a CD/DVD backup, and even that can be iffy.

I have the same setup-4 HDs, XP on one, Vista on the other, One RAID, one data and a USB backup drive.
The Vista install should be after the XP install, and will automatically create a boot menu.
