hi, to the best of my knowledge it will need to be formatted as it will not be NTFS file system on it ,in disk manager when you right click on do it give the option to format it

giving that help is usually the reason you are going to sfafe mode ,whats the point ! sometime a year could pass before you need to go into safe mode again ,no i don't know how to disable it from starting ,i assume its written into the safe mode function

installing regular xp on a laptop should not try to create a recovery partition . unless you are using a xp reovery disk maybe !
