Try some things. Boot to safe mode and see if the mouse acts ok. If it does something else is interfering with your mouse (software or hardware)

Right click on my/comp/properties/advanced/startup&recovery/settings. Uncheck "automatically restart". Also go into your 7600GT properties/troubleshoot tab and uncheck "enable write combining".
