Seems like your hard disk drive has gone bad. You'll need to get the HD replaced. Hope you backed up your data.
Did you check if the board and/or the CPU were overheating? Go to the BIOS and search for something like PC Health. Under this, check your CPU temperatures and post them here.
Actually, it's probable that the voltage surge fried your SMPS/motherboard. You could check the SMPS and the board on another machine to see if they're working.
Run a system scan for viruses/spyware. Once your system's clean, I suggest you run Windows setup and choose the upgrade option. This way, you'll restore any corrupt/missing files, and get your missing options back.
The system always boots from the first active partition, regardless of the number of HDs. I suggest you restart Windows setup and install windows on your first HD. this will take care of that error you're getting.
oops. forgot it's a new drive. :) Try swapping the RAM modules with known working modules.
have you formatted the destination drive? sometimes an old corrupt installation can play havoc with the setup routine

Tell me. When the Media Players freeze, does it remain frozen till you reboot, or do you get control of the system after sometime. Also, when the MP freezes, can you launch other apps?

x64 is okay, if you dont mind the lack of drivers for some devices like my HP Deskjet 3325 printer. Interms of performance, I'd say an 8% boost in the feel of the OS, a better implementation of the TCP/IP stack. The look is the same as WinXP. Also, older 16 bit apps will just not run on x64. However, 32 bit apps worked just fine for me.
And restoring would mean formatting your HD and performing a fresh install

Generally, all setup routines defaukt the installation to C:\Program Files. But they also give you the option of installing the app in another partition/directory. If you want to permanently move the location of the Program Files directory, use TweakUI for the same.
I've seen this error when
1. The drivers have corrupted
2. The RAM is bad
Now, step 1 would be to check all the drivers are intact. Open device manager and make sure no devices have a red cross or a yellow exclamation next to them. If there are, you need to reinstall thhose drivers.
step 2 would require you to clean your RAM sticks. Next, check the RAM sticks on another computer to see if the problem recurs.
Your restore cache may have gone bad. Disable System Restore and then Re enable it. This will destroy all the earlier restore points and create a new one. System restore will function properly from now on.
PLease check that all data cables are connected tightly. Tis includes the FD cables, HD and OD cables.

No, seriously. If you need to bering it back to the "new computer stage", I'd suggest you get your hands on the OS media and format the HD completely. Then, setup your OS afresh.

well, for future reference, I've seen this problem getting fixed by running a chkdsk on the drive. In your case, you have to run chkdsk /f C: from the command prompt. When asked if you wish to run the disk check on the next restart, choose yes.
How about simply deleting it?

Did you try a clean install of Windows after you flashed the BIOS? Sometimes, flashing adds some features and Windows detects it as a new board. This causes it to go nuts. (not a very technical explanation, I know)
Anyway, after you flash the BIOS, try a clean install of Windows. See if this helps.

Actually, these accountsare automatically created by IIS, the Web Server which ships with Windows. If you don't use a web server on your machine, you can uninstall IIS from Add/Remove Programs>Add/Remove Windows Components. Once you've removed IIS, the accounts will be deleted.
