I must say article submission is a good source of backlinks and traffic, but kinda short-term. BLs from article submission usually disappear in Google index after a period of time.

You don't need to submit your site to Google anymore. It's not necessary for SE bots will crawl it naturally. Don't waste your time on this task. Ping your site instead.

Getting high PR 6 or more is very tough these days, but it can be done. It is a combination of writing unique contents and building quality links to the site. Quality is more important quantity in SEO. Do only ethical methods and avoid link farms.

You're not getting that much traffic maybe because your keyword selection is not effective. You need to choose your target keywords carefully. Choose the ones that are less competitive but still with good search volume.

You should start with the onpage structure of your site. What are your target keywords? How competitive are they? Then proceed to building links for your site. Do tons of forum posting, article submission, social bookmarking, etc.

Google updates PR constantly because it wants to determine which sites are valuable or not. And I'm not a big fan of PR. The display PR is simply a rounded off value determined from a logarithmic scale that can be easily manipulated.

Make sure you submit your site only to directories with good reputation. Most directories these days are either dead or tagged as link farms. If you want to boost your site traffic, you need to implement other methods to promote your site such as social bookmarking, networking, etc.
