This happened to my daughter's notebook(another Dell Inspiron 1720) exactly as you describe when we tried to install service pack 1.
I don't know if it's the same update on yours, but I booted from the Dell disk and used system restore to recover. Once it was working I updated the bios and all the drivers(chipset, video, audio, etc.) and was then able to install the service pack successfully.
Check the following:
In Firefox go to Tools>Options; click on the Content tab. Put a check in the box beside 'Load images automatically';
Under Fonts&Colors, click the Advanced button and put a check beside 'Allow pages to choose their own fonts,instead of my selections above' and click OK;
Click the Colors button and put a check beside 'Allow pages to choose their own colors,instead of my selections above'
Try this:
In the Internet Options control panel, go to the Advanced tab and then click on Reset to return IE to its original state and disabling toolbars and add-ons.
Check that Searchsave is no longer your homepage and then go back into the Internet Options and change your homepage back to Google.
Don't have it set up myself but you will need some type of TV tuner in your PC - I've seen internal cards and external USB devices available. It'll have a connector on it to attach a coax cable.
1. IF Dell allows you to turn off the splash screen it would be done in the BIOS Setup. I think you can do it while booting using the Esc key; you'll see the usual bios stuff like testing memory, checking/discovering drives, etc.
2. Use the Startup Manager in Ubuntu to change the default OS.

Your school's IT administrators have prevented you from accessing the site. If you are allowed to download at all from their computers then use software like Save2PC at home and download the video to your home computer. Find an online storage service(I use Yahoo briefcase(100MB) that came with my yahoo.ca webmail account) and download it that way. Another option, if the downloaded video file is small enough, you might be able to email it to your teacher at the school.
Lock the computer case and password protect the BIOS settings. Set up to boot only from HDD. Do not remove accounts; disable all user accounts except the Administrator. Rename the Administrator account.

I suspect the laptop is trying to print with an xp driver pulled from your desktop which is acting as the print server. From the printers folder on the laptop, right click on the hp and go to the Properties . On the Advanced tab, click New Driver and select the appropriate Vista HP driver for your device(hp psc1300 series)
Try this...Download and run this .reg file . It will restore the 'new' context menu to it's default state.

Service Pack 3 has been finally released to manufacturing and should be available to download soon via ms update. It will include all the patches since sp2 and more. If you can wait it out that's what i would do. If you want sp3 now you can get it at http://www.majorgeeks.com/.

Boot from the XP cd , format the hard drive and install XP.
Check for updated drivers for the video on the notebook from the manufacturer's web site. Also run windows update and install SP1.
Turn off User Account Control.
Start>Control Panel>User Accounts>Turn User Account Control on or off
The problem is 2003 is older than Vista. You should install 2003 first in this dual boot configuration.
Windows is blocking the System Configuration tool(msconfig) from displaying a message on startup. Right click on the popup to show the blocked program and allow it to start. Be sure to put a check in the box to prevent it from happening again.
The ultimate disk will work fine. The product key is what determines which version of vista is installed. I know this for a fact as the notebooks we received for work have vista business license stickers on them but our corporate it group installed win xp on them. I bought a notebook drive and swapped it with the company's drive; installed vista business with my vista ultimate disk I have for my home desktop. Worked perfectly.
I've always found windows 2000 to run slow period, even on dual xeons with a gb ram; PII and 128MB will be slow for sure but will run ok. I had a PII 400 thinkpad with 128mb that ran fine provided I remain patient.
You need a law degree and a PhD in computer science to figure out Microsoft's server licensing. I doubt that they'd let you transfer(i think nt4 licenses would only apply to an nt4 server) but I don't know for sure. I just tried a quick look at their knowledge base and now my brain hurts. Good luck!
Perhaps the drivers have become corrupted. Try uninstalling the printer; then open the Printers folder and go to File, Server Properties. Click on the Drivers tab then select and Remove the driver. Also ,on the Advanced tab ensure that the spool folder is located on a drive with sufficient free space. It wouldn't hurt to restart the print spooler service or reboot the computer at this point; now re-install the printer.
According to Microsoft's minimum requirements you should be ok. The processor on your pdc might be a concern if you're going to 2003. I think Microsoft recommends 550 MHz though it will run with less.
On the other hand, according to Murphy in regards to upgrading any Microsoft os ....
backup, backup, backup and don't make any other plans for the near future.

It doesn't ever hurt to backup.
fixmbr will break the tie to vista(from the 1st partition) and fixboot will fix your boot.ini. Should be painless.
Boot from the XP cd and choose repair console. Once you are at the command prompt enter fixmbr and enter; once that's done type fixboot and enter; then restart. Vista is history.
Assuming you're running XP, have you installed service pack 2 ?
There were known bugs in imapi.sys that sp2 should fix.
Yes it would have installed an older driver, sometimes newer is not better.(i.e. if it ain't broke, don't fix it)
Are you able to install Service Pack 1 for Vista? Maybe that'll fix it up.
From the first screen shot it looks like you are running Parallels on an OS X Mac. I don't know much about virtual pc software for Mac but if it will allow you to install Service Pack 1 for Vista the media player will be upgraded to version 11.0.6001.7000
Try re-installing Outlook.
