yeah take it to a pc shop if the computer has a power switch on the back then turn it off and leave it for a while. Some PSUs have a trip swicth that flips if they short-circuit and this usually resets it.

the new gnome (one thatw ith ubunty edgy) is so nice i like gnome but it would be better if it had a centralised control panel I personally find it easier and more buisnesslike, especially if you install the "slab" menu found in SLED (u can get uslab for ubuntu)

Yes, linux is built using C and the GNU compiler which is opensource. Im pretty sure it does c++ as well. I know that to install gcc under Uubntu you install the package "build-essential" but i dont know about Kubuntu. Might be worth a try anyway.

might be a dead PSU, sometimes they have enough juice to light the LED but not enough to boot. If not then it could be a bad motherboard. PSU is the cheapest to replace (never open them yourselves!, just get a new one!) did it overhat maybe?

Arch + Gentoo arent user friendly or easy to insstall though I recommend debian. You only need CD1 and 2 for a standard install with a GUI. It runs well on older systems.

Yeah sounds like the hard disk is dead or windows is corrupted, either way your looking at a big problem. Return it to dell if possible or if not, then be prepared to shell out a laod of cash, and most likely lose all of your stuff.
