instead of using run ,use cmd .go to start and type cmd in the search box ,the cmd will show in the search results ,right click on it and choose run as administrator ,this will give you the upper admin rights you need to run both commands .good luck

so i assume you are still getting the blue screen error,if so go back to cmd ,and do a check disk .
type in , chkdsk c: /r hit enter, it will/should say something about not being able to run until a restart ,so restart and it should run

caperjack 875 I hate 20 Questions Team Colleague

no dont delete it
go to start / search ,type in cmd, in cmd type in, sfc /scannow ,to check and fix system files

harddrive problems can cause this ,excess heat,malware/spyware ,and many more thing .
run a chkdsk /f on the drive first .
==============================
Run CHKDSK to check for disk errors

go to start .in the search type in cmd, right click on the cmd and choose run ass admin/

then type the following text, and then press Enter:
chkdsk /f

it will say something about windows being in use , type in Y to run chkdsk next time windows restarts, then restart windows

So the conclusion is it is neither good or bad to keep it on or turn of often ,right ? lol

the only time i can think it would be good idea to leave computer on 24/7 is in a cold environment, because of something called thermal shock ,that is when the motherboard is very cold from sitting all night and the quick heat up of the cpu can cause the thermal shock to the motherboard, just something i remember reading a bunch of years back

my opinion is win7 and ie9 needs more like 2.5-3gig ram ,not 1.5 'i use ie9 and it runs quit fast and well for me no issues at all ,on duel core laptop with 3 gig ram on 32bit and 4 gig on 64 bit .
so i say yes your machine is old and tired bent and busted [lol]and meant for winxp

caperjack 875 I hate 20 Questions Team Colleague

to test your psu, you can short the green wire to a black one
leave the psu plugged in the moboard, but take a paperclip and jam it in the green wire slot and any ground wire slot(black). this will bypass your motherboard and the psu fan should spin when you press the power button.

i've never actually done it myself, but when i read about it online,it sounds like an easy way to test.

also, some psus have atest button, you probably would have already seen it though.

this is the best advice yet .it just needs to be refined to explain the procedure better ,there are pictures on line ,like this one.
http://www.ocztechnologyforum.com/forum/showthread.php?34941-Guide-to-testing-problematic-power-supplies.

and yes i have done this many time myself ,then i bought a psu tester

since a fan usually blows towards the cpu ,i don't it hurting what way the cooler faces.
as long as there is cool air coming in the front of the case to blow pass the cpu cooler it should be ok .
