Why would you want to do this?
Broadcasting the signal is handled by the hardware in the access point, and I don't see how a computer can do this. There are many things I don't know, but this sounds very strange to me.

It's obviously not empty. Dell is trying to keep you out of there by hiding the files. Don't mess with it.
You should see an option at boot to change boot options(F2 or F12, usually) select it, then boot to the recovery partition and follow the prompts.

I have had good luck in these situations by removing the cartridges and briefly dipping them in water. Have a paper towel handy to wipe them off.
Otherwise, try the Cleaning/Deep Cleaning option available in the printer options.
Be sure to print something at least once a week to keep the cartridges wet.

You shouldn't need to enter anything at all to get this router working.
Reset to defaults.
Connect to modem and computer.
Start surfing.
Your default Gateway should be 192.168.1.1

It looks to me as though the two devices are using identical IP addresses, which is a no-no. (192.168.1.1 is the same as 192.168.1.100)
Change the default address of the router.

I think F2 is the BIOS (Setup) option. Take a look there first for the drive.
If the drive works in another machine and not yours, you have a serious hardware problem. Make sure the HD is properly connected.

I don't see how resetting the BIOS would help, but it would be a good idea to look in the BIOS to see if the drive is recognized.
If it's not listed, it may have failed. Can you hear any sounds from the drive?

When my Samsung did this I eventually had to replace it. They said monitor power supply or backlight. Check to see if the warranty is still good.

In Device Manager, rt-click the Adapter, select "Uninstall" then reboot.
If the adapter is found on restart, it's properly installed.
It sounds as though you also have a Dell Utility installed to manage the wireless adapter. Look for something like "Dell wireless utility" on the program menu and open it.
I installed Ubuntu Netbook remix from a flash drive on my netbook and have never looked back.

Typically, you have to disable DHCP on the Lnksys and assign it a fixed IP address.

In all cases I've seen, an external drive must be set to master. This setting is usually clearly marked on the drive, so don't guess.
Once you've got the jumper set correctly, look at this drive in Disk Management to get an accurate idea of what's up.

In general, Macs have better hardware, look better, and are (currently) not subject to the plethora of Spyware and Viruses that plague Windows PCs. This is a big deal.
Windows PCs tend to be cheaper (Although you can find plenty of high-end machines) and there is a great deal more software available.
If you're an unsophisticated, email using web surfer, get a Mac and you'll enjoy years of virus free computing.
If you want to use powerful web design, image manipulation, CAD, gaming software, get a PC.
As far as the interface goes, that's just matter of spending time with it. I don't see anything inherently "better" about either.
