This would not be caused by a bad CMOS battery. If the battery died all you would lose is your date and time and memory settings. System would still boot with default BIOS settings. Did you get a Dell spash screen on boot? If not I suspect a dead motherboard.

Try downloading a linux live CD. Ubuntu, fedora, pc linux, etc.... they all have them. I can boot them, then it is a OS issue. If you can't then it is a hardware issue.

That's because by default windows firewall blocks port 21 that FTP works on. It just happened that IE was the program you were using for the FTP. It would have alerted you to say Filezilla if you had used it.
