the scheme you described is quite right - dsl line>modem>router>switch>pcs. I just wonder what kind of data will you be receiving? maybe an SBS server isn't right for you...

if it's a simple lan line, all you need is a small hub. if it's an accounted line, going through some kind of accounting proxy, you will need a simple wired router

had the same problem, had to install a 32bit system eventually. MS allowed me to install a pirated version of a 32bit OS (since I bought the 64bit ver) and activated it for me over the phone

no, this is not a similar problem. the way I see it, there's a functioning router, with several pcs attached that work just fine, and only one that doesn't. I suppose a "netsh winsock reset" might do the trick

most of these programs are really paranoid. get a sniffer and observe the traffic, I'm sure most of these intrusions are the ISP pinging you to make sure the host is up or something
