This is a prime example where the Attorney General wants to secure certain wins - especially towards a relatively "infant" field of digital privacy/pornography/communications. keywords that also appear on your meta tags and content
keywords that have a high ranking

It also depends on your niche and target group. For example, I have seen that certain ad groups perform very differently on the 3 search engines.
