The Intel core i3 2011 is better. It you are tight on budget, choose the AMD Phenom II X4 955 if not the i3 would be better in gaming performance.

I don't think you can do that. Encryption is possible but protecting it from being reformatted is something i have never heard before. Maybe you can try changing the write permission for the flash drive.
