Try using other email provider service again. USe the email account that has problem and forward the email you want to send to your friends to your new email account. Using that new account forward the mail to your friends and see whether they can see the photos. Why email service provider are you using? What type of format is the photos in?

Run Ccleaner and I need some information about your computer. Like the ram, processpr, what brand and etc

Can you connect using a cable?

Try testing it out with another hard disk with a new OS installed on it. See whether that helps

How old is your machine? Try reset the BIOS to default.

Why did your ISP block it in the first place. Are you using cable to access internet now? Calm down and try to tell me your problem as clear as possible.

Can you show me the links or what suggestion you have tried because I do not want to repeat them again. Is the wifi switch turn on at the side of your laptop or are you using a desktop PC.

Your LCD screen could have problems, maybe crack. The video cable connecting to the screen is loose.If you have an external monitor, you can connect to your dell laptop and see whether you are able to view the screen as per normal. Try doing this

1) Take our battery and power
2) Hold power button for 30 seconds
3) Boot your laptop with everything connected back

In case you have not seen this. The original poster seems to get the answers he needed already. But nice answer you have given. It is even better than posters in the mac-forums website:D

So are you using the cable now? It speeds up the connection compare to connecting wireless. You might want to try a final test with other laptops conencting to the same network and see whether it is slower. A ping test is also good, it can check your connection speed. All the best:)

Do you have discovery channel?

You might want to do a malware bytes scan just to be on the safe side although I have never heard of a malware that can randomly minimize screens. Does this happens when you are watching movies ( full screen ) or using other softwares that are full screen. If the problem happens to other softwares, it can be a setting problem.

Your battery is faulty, you need a replacement. Try taking it to a repair shop if you do not know how to replace your battery. All the best:)

No it won't. If you found after the upgrade your files are missing, don't panic. It is probably still in your hard disk just that it has been moved to another folder. You can still locate it back.

XP-UD4 is better than the UD4-B3. Its up to you whether what you want to choose. If you choose budget then by all means select the first one.

Have you seen this? It is nearly the same as what you want. After exporting your contacts, just save it into a thumbdrive. Log in with another user account and import the backup contacts from your thumbdrive to the user's microsoft outlook. Hope it helps:)
