The fan has a bearing, the bearing is most likely dry of grease. Taking it apart and greasing it is a fiddly and time consuming job. You may be better off just buying a new fan for it.

In order to change the graphics on a Dell N4010 you would either need to replace the motherboard with one with better graphics fitted to it or buy or hire a chip re-flower. Both options are very expensive.

Try using a PS2 keyboard on it rather than a USB one. With the PS2 keyboard, try pressing Del, F1, and F2. It's most likely to be one of those. If it's really old, you may have to press Ctrl+Alt+Esc to enter the bios.

Beeps are caused by hardware issues not software issues. Is the battery in good condition? If not, try running it without the battery to see if you still get the beeps. Removing and refitting the DVD drive ans ram might be worth doing too.

Try creating a new account and see if you can get to the tools from it. Also, what antivirus and antimalware software have you got and have you scanned with it recently? Often malware is the cause of problems like yours.
